Bug Fixes

Issue: Process is not properly updating Primary Expertise, Secondary Expertise, Languages Spoken, Clerkship fields for Default Timekeeper in automated Timekeeper Merge process.
Additional Information:  Process was allowing Primary Expertise and Secondary Expertise to have the same value which is not correct and should result in an error; Clerkship value update was not being reflected in UI; Languages Spoken was not throwing the correct error when the field was updated with a duplicate language selection.
