I Don't See a Matter When Adding an Invoice

This will occur when the matter that you are trying to add does not have a Primary staff member assigned to it.  The term 'Primary' is customizable so it might be different within each law department.  The 'Primary' is synonymous with the one in charge  of the matter - typically, the head attorney.  Open the matter that you are attempting to create the invoice for and assign the appropriate 'Primary' person. Once done you should be able to successfully add the invoice.
