How do I unlock a portal user's account?

A foreign national is given five attempts to login with the correct password.  On the sixth attempt, if an incorrect password is entered, the account is locked.  As a tenant user, you can unlock the account from the Portal tab of the Individual record.  Under the Portal Management section at the top, click the link Clear Lock.
