Check the ‘IF’ line item in the LEDES file to see if it contains a 0 (zero) for the LINE_ITEM_NUMBER_OF_UNITS. If it does, it does not qualify as an IF line item. It is instead recognized and being audited by the rules as a regular Fee line item and looking for a rate to validate.
