Enhancement: Apply Tax Rates at the Summary Level for LEDES 2000.
Description: TeamConnect currently does not allow line item level taxes for US Invoices. To address this, Collaborati will now convert US taxes entered at the line item level to the summary level before transmitting to CSM. To add line item level US taxes users should use the LEDES 2000 format in Collaborati.

Enhancement: New Validation for single tax rate per invoice for LEDES 2000 upload
Description: A new validation has been added for LEDES 2000 invoice uploads in Collaborati to ensure only one tax rate is used for all taxable line items in a single invoice. If multiple tax rates are found among taxable items, the upload will fail with the following error:
- FEEOREXPENSE.TAX_RATE is invalid. Only one tax rate is allowed per invoice for all taxable line items.
Below is use case scenario where invoice is allowed with tax rates without any errors:
- Line item: 1 - Type: Fee - Tax Rate: 10% - Taxable: Yes
- Line item: 2 - Type: Fee - Tax Rate: 0% - Taxable: No
- Line item: 3 - Type: Expense - Tax Rate: 10% - Taxable: Yes
- Line item: 4 - Type: Expense- Tax Rate: 0% - Taxable: No
Note: The Taxable status is not explicitly defined in the LEDES file. Collaborati determines the taxability of each line item during invoice processing. Any item with a tax rate greater than 0% is considered taxable; items with a 0% tax rate are considered non-taxable.

Fixed Issues
Issue: When users submit Timekeepers for Authorization without rates, even though the "Require Rate for Timekeeper Submission from Collaborati" setting is enabled, Collaborati allows users to submit timekeepers without halting the submission process and displays a success message.

Issue: Unauthorized Client codes (UTBMS) in Collaborati trigger loading all ClientVendors into system, causing stuck threads in production.
