I. Enhancements to ETA-9089 (PERM) e-Filing for Improved FLAG Portal Integration

INSZoom supports electronic submission of the latest version of Form ETA-9089 to the Foreign Labor Application Gateway (FLAG) portal through INSZoom’s Desktop Add-on. Users can initiate electronic submission of the Form ETA-9089 from INSZoom by clicking the 'E-FILE' button next to the form listed in the Case Forms. As part of the December 2024 release, Mitratech is enhancing e-filing capabilities for the ETA-9089 - Appendix A.D, Appendix A.E, and Appendix C sections. These enhancements expand the scope of data transfer from the INSZoom ETA-9089 form and its supplemental PDF forms (ETA-9089-APX-A.D and ETA-9089-APX-A.E) to the FLAG portal.

A new tabular section for Appendix C - Supplemental Information has been added to the Zoom Online ETA-9089 form with pre-population from the ETA-9089 PDF form. This enables case managers to draft and review additional details for Section G questions in preparation for data transfer to the FLAG portal. This table supports up to seven entries.

  1. If any questions in Section G (G.6 through G.12) are marked as 'Yes,' the corresponding section and item number will appear for selection in the table. 

  2. For each question marked 'Yes,' case managers can provide an explanation in the Supplemental Information field justifying the response, which supports up to 1500 characters.

  3. The Section Name/Category field is auto-populated as per the definition in the FLAG portal. 

  4. This table on the Zoom Online ETA-9089 form pre-populates Supplemental Information 1 and 2 from the main ETA-9089 PDF form.

  5. Case managers can manually add additional data in the Zoom Online ETA-9089 Form. 

  6. Data entered in Appendix C is automatically transferred to the corresponding section in the FLAG portal during e-filing.

In the Zoom Online ETA-9089 form, the existing fields for Appendix A.D which supported two entries, have been merged and replaced with a new tabular section for the Foreign Worker Training Qualifications section. This enhancement extends the data population to support up to twelve entries.

  1. Data in this section is pre-populated from the main ETA-9089 PDF form (up to 2 entries) and the INSZoom Supplemental PDF form (ETA-9089-APX-A.D) (up to 10 entries).

  2. Case managers can manually add training qualifications or import data from the ‘Skills, Abilities, and Proficiencies’ subsection in the ‘ETA-9089: Application for Permanent Employment Certification (From Employee/Beneficiary)’ Questionnaire. 

  3. Data entered in this section is seamlessly transferred to the corresponding Appendix A.D section in the FLAG portal during e-filing.

In the Zoom Online ETA-9089 form, the existing tabular section for Appendix A Part E has been enhanced to populate Previous Work Experience data from the INSZoom supplemental PDF form, ETA-9089-APX-A.E.

  1. The section now populates data from the INSZoom Supplemental PDF form (ETA-9089-APX-A.E). 

  2. The Import utility will shorten the data if the work experience(s) exceeds the data length allowed by the FLAG portal with a prompt for the case manager’s review.

  3. Data entered in this section is seamlessly transferred to the corresponding Appendix A.E section in the FLAG portal during e-filing.

 

 

II. Enhancements to ETA-9141 FLAG Portal e-Filing

As part of the ongoing INSZoom e-filing improvements, Mitratech has enhanced the ‘Wage Source Information’ section on the Zoom Online ETA-9141 form. This update ensures alignment with the updated fields and validations, based on the Visa Type selection in the FLAG portal for the ETA-9141 online application.

I. Updates to the ‘Yet to File’ report

The ‘Yet to File’ report has been enhanced to exclude cases where the RFE (Request for Evidence) response has already been submitted. As part of this change, the ‘RFE Submitted Date’ column is removed and replaced with a new column, 'RFE Due On' to track the due date for the RFE response.

 

 

The report continues to include cases that have not been submitted to the government or cases where the RFE response is still pending. This ensures that the report focuses on cases requiring action, enabling case managers to prioritize and act on cases that need attention.
