Fixed Issues

Issue: Timekeeper requests submitted without required rates despite validation setting enabled.
Description: Timekeeper submissions were being accepted without associated rates even when the “Require Rate for Timekeeper Submission” setting was enabled. Additional logging has been implemented to improve traceability and help identify the source of these submissions. The new safeguard can be dynamically enabled or disabled by M-Admin without application downtime.
