Budget requests have an attachment limit of 20MB. Tender requests have an attachment limit of 5MB. If a single file exceeds this limit or causes the aggregate total to exceed these respective numbers, the upload will not complete. Users are able to view the attachments in a table prior to upload so that they do not waste time trying to attach an excessively large file.
